Hintergrund zu POP (persistente organische Schadstoffe):
Als persistente organische Schadstoffe (langlebige organische Schadstoffe, persistent organic pollutants, POP) werden organische Stoffe bezeichnet, deren Abbau oder Umwandlung in der Umwelt nur sehr langsam erfolgt.
Zu den persistenten organischen Schadstoffen gehören eine Reihe von Pflanzenschutzmitteln (zum Beispiel DDT) und Industriechemikalien (zum Beispiel Polychlorierte Biphenyle, PCB) sowie die hochgiftigen Dioxine und Furane, die als unerwünschte Nebenprodukte in Produktions- und Verbrennungsprozessen entstehen.
Deshalb wird seit vielen Jahren auf internationaler Ebene versucht, die Herstellung und die Verwendung von bestimmten POP einzuschränken oder ganz zu verbieten (Stockholmer Übereinkommen über POP).
Die Umsetzung der Stockholmer Beschlüsse zur Beschränkung und zum Verbot von bestimmten POP erfolgte in der Europäischen Union bisher mit der Verordnung (EG) Nr. 850/2004. Diese Verordnung wird durch die neue Verordnung (EU) 2019/1021 vom 20. Juni 2019 abgelöst.
Die Liste der POP, die unter den Anwendungsbereich der Verordnung fallen, wird in regelmäßigen Abständen mit neuen POP erweitert.

Background to POP (Persistent Organic Pollutants):
Persistent Organic Pollutants (POP) are organic substances that are only degraded or converted very slowly in the environment.
POPs include a number of pesticides (e.g. DDT) and industrial chemicals (e.g. polychlorinated biphenyls, PCBs) as well as the highly toxic dioxins and furans, which arise as undesirable by-products in production and combustion processes.
For this reason, attempts have been made for many years at international level to restrict or ban the production and use of certain POPs (Stockholm Convention on POPs).
The implementation of the Stockholm resolutions on the restriction and prohibition of certain POPs has been implemented in the European Union with Regulation (EC) No. 850/2004. This regulation will be replaced by the new regulation (EU) 2019/1021 of June 20, 2019.
